I am traveling with my wife and 11 months old son in 15946-dibrugarh ltt express.alloted berths to us are b3-72(side upper) and b4-18 (middle).we boarded on train at begusarai junction at 9 am.b3-71 was a rac seat so already alloted to two persons so we went to b4-18 and person on b4-17 (lower berth) was sleeping.we requested him to sit so that we can also relax and fed our son.But he denied to do that and told us to sit on 18 no that was middle berth (18).but it was not convenient for my wife to feed our son on middle berth.so she said it is as per railway rule to allow upper and middle berth alloted persons to sit on lower berth .then also he said he will not allow us to sit on lower berth .he said this rule is applicable in sleeper class only.after lots of arguments he allowed us to sit but once again after 2 hours he said us to leave lower seat so that he can sleep.i lodged a complaint on Railmadad.Attended visited but they also said that this rule of sleeping from 10 pm to 6 am is a bad rule made by railway.it is not feasible for anyone to sit that long.we said rule is rule and we are abiding by rule.we are not asking for any favour from anyone.They also said us to manage.I want to know why this rule is made if railway staffs are not following these rules and making mockery of it.I need proper justification for it.Me and my family didn't sit on that berth after that because we were not feeling secure because no one is helping us.everyone is doing formality only
